HCP Advertising Vendor RFP: What Information to Include

What to include in an RFP when shortlisting HCP advertising vendors: objectives, NPI list match, requirements, measurement, privacy, and terms.

The short answer

An HCP advertising vendor RFP should give vendors enough to propose a real plan and give you comparable answers: brand and campaign objectives, target audience definition and a secure way to match the NPI list, budget range and timing, channel scope, required reporting and data delivery, measurement expectations, privacy and compliance requirements, commercial terms, and the evaluation criteria and process. A common response template is essential.

A weak RFP produces glossy, incomparable responses. A good one makes vendors answer the same questions on the same basis. This outline covers what to include.

1. Background

  • Brand, indication, and stage (launch, growth, mature).
  • What you have tried and learned.
  • Key constraints: review timelines, access, competition.

2. Objectives

  • Business objective (for example, new prescribers in a specialty).
  • Campaign objective and KPIs.
  • What success looks like at 3, 6, and 12 months.

3. Audience

  • HCP specialties, tiers, and estimated list size.
  • Secure process for matching the NPI list.
  • Any secondary audiences (practice staff, pharmacists).

4. Budget and timing

  • Budget range.
  • Flight dates and key milestones.
  • Decision timeline.

5. Scope

  • Channels in scope.
  • Services expected (planning, creative adaptation, reporting).
  • Integration with other partners.

6. Requirements

Area Requirement examples
Reporting NPI-level delivery files, frequency, cadence
Data delivery Formats, to whom (including measurement partner)
Measurement Support for agreed outcome study design
Quality Viewability, IVT, suitability standards
Privacy Data sources, consent, security standards
Compliance Review workflow, AE handling

7. Response template

Ask every vendor to provide:

  1. List match results by tier.
  2. Proposed plan and rationale.
  3. Price converted to cost per target HCP reached.
  4. Reporting samples.
  5. Example outcome study with methods.
  6. Privacy and security documentation.
  7. Team and service model.
  8. Commercial terms and any partner income.

8. Evaluation

State criteria and weights. See the RFP scorecard. Include failure gates, such as no NPI-level reporting.

9. Process and terms

  • Questions deadline and how answers are shared.
  • Response deadline.
  • Presentation round.
  • Confidentiality and data handling.

Common mistakes

  • No list match, so coverage claims cannot be compared.
  • Free-form responses that cannot be compared.
  • Measurement left vague.
  • Privacy documentation requested after selection.

A sample response grid

Ask every vendor to fill in the same grid, so answers can be compared line by line.

Item Vendor answer Evidence attached

Fees, data costs, and any partner income Commercial terms

Handling the NPI list safely

  • Share the list only after a confidentiality agreement.
  • Send the minimum fields needed for matching, often NPI only.
  • Ask vendors to return counts by tier, not enriched records.
  • Ask vendors to delete the list after the RFP if they are not selected, and confirm in writing.
  • Consider a neutral third party for matching if several vendors are involved.

Timeline that works

Week Step
1 Issue RFP and NDA
2 Vendor questions answered for all
2 to 3 List matching
4 Written responses due
5 Scoring and shortlist
6 Presentations from shortlisted vendors
7 Decision and contracting, with privacy review already started

Starting privacy and security review in week 2 for likely finalists can save a month at the end. See vendor security and privacy review.

Practical takeaway

Make the list match and the cost-per-target-reached conversion mandatory in the response template. They turn a beauty contest into a comparison.

Frequently asked questions

What should an HCP vendor RFP include?

Objectives, audience, budget, timing, scope, reporting, measurement, privacy and compliance requirements, commercial terms, and how responses will be evaluated.

Should the RFP include the NPI target list?

Vendors need to match it to show coverage. Share it securely under an agreement, or use a neutral matching process.

How long should vendors get to respond?

Often two to four weeks, depending on complexity and whether a list match is required.
